1- Aims, limitations and stakes of the study

On the basis of the foregoing, the study is of paramount importance as it focuses on the various measures and implementation procedures that contribute to effectuating and widening the scope of the requirements for learning enhancement inside and outside the school. It also tries to identify the requirements that have the greatest impact upon such enhancement. In other words, the results of this study aim at identifying enhancement requirements, their value and weight in laying the foundation of, and implementation measures and procedures for enhancing learning within and outside the school.
The study also seeks to highlight the interactive and integrated nature of the elements and requirements necessary for (i) the achievement of the sought-after aim, for (ii) raising student achievement to the utmost, and for (iii) improving their intellectual, emotional, and cognitive abilities. School contributes to the cognitive, social and emotional development of learners thanks to the intrinsic nature of its multifarious roles and functions. The major aims of this study are as follows:
- to identify and organize the requirements and processes that contribute to the enhancement of learning in its educational/pedagogical dimensions inside and outside of the school;
- to effectively mobilize all parties concerned in this endeavor;
- to set up an interactive, participatory partnerships between school and its environment;
- to monitor the various learning performance enhancement and assessment processes, thus making provision for the necessary implementation measures and procedures to achieve these aims.

As regards the stakes of this study, we want them to crystallize within the context of the reform endeavors the Ministry of National education, higher education, staff training and research. This includes, among many other things, competency-based education, curriculum development, plurality of textbooks, the renewal of the pedagogical engineering, the introduction of ICT in schools , in-service teacher training and assessment renewal /evaluation policy reform , etc,.)
The study was concerned with two main issues appertaining to the teaching/ learning operation. The first core issue focuses upon identifying the requirements necessary for the attainment of (i) learning enhancement in its various dimensions and ramifications inside and outside of the school and (ii) the sought-after development required to address societal transformations on the one hand, and the challenges of globalization on the other. The second main issue underscores identifying the positive impact of these requirements in the classroom and their impact upon the learning outcomes. Given the above-mentioned core issues, this study intends particularly to:
· focus attention upon the management of outcomes-based learning owing to its value in education in general and pedagogy in particular and, more particularly in learning which should be the aim of any educational endeavor;
· ensure the effectuation and upgrading of control, assessment and follow-up instruments and systems of all key players in the educational, teaching/learning process;
· Suggest that excellence, outperformance and successful initiatives in education and pedagogy be rewarded.
