Within the framework of the UNESCO to continue the enhancement of learning in order to attain an acceptable level of quality to match the needs of the third millennium, the present study is about the improvement of learning ( in and outside school) in primary and secondary institutions, the goal is to know the applied methods and standards that guarantee the improvement of learning and the enhancement of quality, to diagnose the problems that stand in the way and to find the appropriate solutions.
