- gathering data on the issue under study;
- preparing study instruments ;
- consulting specialists and practitioners to test data and include the necessary amendments;
- paying field visits to institutions and filling in questionnaires;
- visiting or attending classes;
- interviewing a number of teachers in each school( i.e. sample);
- interviewing a sample of students in each school;
- pooling the questionnaires;
- analyzing and interpreting collected data;
- drafting the conclusions and recommendations.
