2 - The Problem of the Study

Using the conclusions drawn in the Regional Seminar held in Cairo 11th 12th and 13th of march 2008 as a frame of reference, the study’s problem starts from the premise that there is a relationship between the nature of an educational institution performance and the various ways of managing that education. It also relates to the interaction of school with its environment on the one hand, and between the learning enhancement and raising standards of learning on the other hand. With this perspective in mind, three main questions emerge from the problem the study focuses upon:
- What are the most important requirements for the enhancement of learning within and outside the school?
- Which requirements have the greatest impact upon learning enhancement?
- Which implementation measures and procedures are amenable in overcoming difficulties and barriers to enhancing learning within and outside the school?
In order to answer the questions above, the study addresses the following sub-questions:
- What are the most recurring requirements within the school? ( The study sample in its totality) ;
- What are the most recurring requirements outside the school? ( The study sample in its totality);
- What are the dissimilarities between public primary education and private primary education with regard to these requirements?
- Are there any similarities between the two?
- What are the dissimilarities between public middle school education and private middle school education with regard to these requirements? Are there any similarities between the two?
- What is the relationship between the requirements that quality learning should fulfill and the circumstances where learning occurs?
- What are the prospects for the enhancement of learning and for the methods whereby it is effectuated?
